OFFICERS OF\u00a0CONFERENCE<\/u><\/u><\/span><\/h2>\n

<\/u>5.1\u00a0 \u00a0<\/span>The\u00a0Presiding\u00a0Bishop:<\/u><\/u><\/span><\/h3>\n

The Presiding Bishop is the official head and chief pastor of the Church and shall exercise the powers, privileges and authority of that office subject to the directions of Conference and the laws and usages of the Church. The\u00a0Presiding\u00a0Bishop\u00a0shall\u00a0be\u00a0a\u00a0Minister\u00a0of\u00a0the\u00a0Church\u00a0and\u00a0be\u00a0elected\u00a0according\u00a0to\u00a0the provisions of\u00a0Appendix 10.\u00a0The Presiding Bishop shall normally assume duty on the 1st January some 18 months after election and shall continue in the office for a five (5) year term, but is eligible for re-election for one (1) further term. He\/she shall be inducted by the Presiding Bishop who most recently vacated the office and who is available.<\/span><\/p>\n

5.1.1\u00a0\u00a0\u00a0\u00a0<\/span><\/u>The powers, duties, privileges and authority of the Presiding Bishop are inter alia to:<\/u><\/u><\/span><\/i><\/p>\n

<\/u>5.1.1.1\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/u>give\u00a0spiritual\u00a0leadership\u00a0to\u00a0the\u00a0Church;<\/u><\/u><\/span><\/p>\n

<\/u>5.1.1.2\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/u>watch\u00a0over\u00a0the\u00a0interests\u00a0of\u00a0the\u00a0Connexion,\u00a0give\u00a0counsel\u00a0and guidance\u00a0where\u00a0necessary,\u00a0and\u00a0to\u00a0promote\u00a0within\u00a0the\u00a0provi- sions\u00a0of\u00a0the\u00a0Laws\u00a0and\u00a0Discipline\u00a0and\u00a0Regulations\u00a0the\u00a0spiri- tual\u00a0advancement\u00a0of\u00a0the\u00a0Church\u00a0and\u00a0its\u00a0general\u00a0well-being;<\/u><\/u><\/span><\/p>\n

<\/u>5.1.1.3\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/u>be\u00a0pastor\u00a0to\u00a0the\u00a0Bishops\u00a0and\u00a0the\u00a0General\u00a0Secretary\u00a0and<\/u><\/u><\/span><\/p>\n

other persons in the\u00a0Church;<\/u><\/u><\/span><\/p>\n

<\/u>5.1.1.4\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/u>be a member of and to preside at or depute the power to preside at the Sessions of Conference, the Connexional Executive and all Connexional Committees;<\/u><\/u><\/span><\/p>\n

<\/u>5.1.1.5\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/u>ensure\u00a0the\u00a0observance\u00a0of\u00a0the\u00a0resolutions\u00a0and\u00a0directions of Conference and of the Connexional Executive, having authority to permit exceptions or departures;<\/u><\/u><\/span><\/p>\n

<\/u>5.1.1.6\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/u>approve<\/span>\u00a0<\/span>or otherwise<\/span>\u00a0<\/span>the suspension from office<\/span>\u00a0<\/span>or ministry<\/span>\u00a0<\/span>of\u00a0<\/span>any Minister who is the subject of disciplinary procedure;<\/u><\/u><\/span><\/p>\n

<\/u>5.1.1.7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/u>appoint when necessary a Committee to consult and make\u00a0recommendations\u00a0as\u00a0to\u00a0the\u00a0manner\u00a0of\u00a0dealing\u00a0with\u00a0questions\u00a0of public importance;<\/u><\/u><\/span><\/p>\n

<\/u>5.1.1.8\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/u>in\u00a0association\u00a0with\u00a0the\u00a0General\u00a0Secretary,\u00a0ordain\u00a0Ministers to\u00a0the\u00a0Ministry\u00a0of\u00a0the\u00a0Word\u00a0and\u00a0Sacraments\u00a0and\u00a0Deacons\u00a0to the Ministry of Word an Service;<\/u><\/u><\/span><\/p>\n

<\/u>5.1.1.9\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/u>be the Official Trustee and Vestee for the Church of all property, movable and immovable, belonging to or which may be acquired by the Church;<\/u><\/u><\/span><\/p>\n

<\/u>5.1.1.10\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/u>execute<\/span>\u00a0<\/span>on<\/span>\u00a0<\/span>behalf<\/span>\u00a0<\/span>of<\/span>\u00a0<\/span>the<\/span>\u00a0<\/span>Church,<\/span>\u00a0<\/span>subject<\/span>\u00a0<\/span>to<\/span>\u00a0<\/span>there<\/span>\u00a0<\/span>having<\/span>\u00a0<\/span>been\u00a0<\/span>compliance with all of the relevant regulations and requirements, any power of attorney or other document which may be required in connection with the acquisition, alienation, transfer or mortgage of landed property (Chapter 10);<\/u><\/u><\/span><\/p>\n<\/div>\n

\n

<\/u>\u00a0<\/u><\/span><\/p>\n

<\/u>5.1.1.11\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/u>in conjunction with the General Secretary, represent the Church in all legal proceedings instituted by or against it unless a Registrar has been appointed by the Connexional\u00a0Executive;<\/u><\/u><\/span><\/p>\n

<\/u>5.1.1.12\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/u>assist\u00a0or\u00a0to\u00a0depute\u00a0someone\u00a0to\u00a0assist\u00a0at\u00a0any\u00a0Synod\u00a0if\u00a0applied to for that purpose by the Bishop or by a majority of the Superintendents in the District;<\/u><\/u><\/span><\/p>\n

<\/u>5.1.1.13\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/u>visit<\/span>\u00a0<\/span>any<\/span>\u00a0<\/span>Circuit<\/span>\u00a0<\/span>to<\/span>\u00a0<\/span>inquire<\/span>\u00a0<\/span>into<\/span>\u00a0<\/span>its<\/span>\u00a0<\/span>affairs<\/span>\u00a0<\/span>and,<\/span>\u00a0<\/span>in<\/span>\u00a0<\/span>consultation\u00a0<\/span>with the Bishop, to redress any grievance;<\/u><\/u><\/span><\/p>\n

<\/u>5.1.1.14\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/u>exercise\u00a0all\u00a0other\u00a0powers,\u00a0privileges\u00a0and\u00a0authority\u00a0entrusted by Conference or the Connexional Executive;<\/u><\/u><\/span><\/p>\n

<\/u>5.1.1.15\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/u>institute\u00a0such\u00a0processes\u00a0as\u00a0may\u00a0be\u00a0deemed\u00a0necessary\u00a0for\u00a0the\u00a0proper\u00a0exercise\u00a0of\u00a0the\u00a0Oversight\u00a0Ministry\u00a0implicit\u00a0within\u00a0the\u00a0normal\u00a0duties\u00a0and\u00a0responsibilities\u00a0of\u00a0the\u00a0Presiding\u00a0Bishop;<\/u><\/u><\/span><\/p>\n

<\/u>5.1.1.16\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/u>be the Chief Public Relations Officer who may issue statements on matters of national or global importance. In matters of public concern s\/he may consult the Bishops. (Officers\u00a0of\u00a0Connexional\u00a0Units\u00a0shall\u00a0communicate\u00a0with\u00a0the Presiding\u00a0Bishop\u00a0if\u00a0needs\u00a0be\u00a0on\u00a0matters\u00a0which\u00a0may\u00a0require\u00a0consideration).<\/u><\/u><\/span><\/p>\n

<\/u>5.1.2\u00a0\u00a0\u00a0\u00a0<\/span><\/u>The\u00a0Presiding\u00a0Bishop\u00a0has\u00a0the\u00a0privilege and\u00a0power\u00a0of\u00a0two\u00a0members\u00a0in<\/u><\/u><\/span><\/p>\n

all the acts of Conference and of the Connexional\u00a0Executive.<\/u><\/u><\/span><\/p>\n

<\/u>5.1.3\u00a0\u00a0\u00a0\u00a0<\/span><\/u>In Conference, the Connexional Executive and all Connexional Committees,\u00a0the\u00a0Presiding\u00a0Bishop\u00a0shall\u00a0represent\u00a0and\u00a0be\u00a0charged\u00a0with the general interests of the Connexion.<\/u><\/u><\/span><\/p>\n

<\/u>5.1.4\u00a0\u00a0 Should any matter arise in the interval between Conferences or meetings of the Connexional Executive for which no provision is made in Laws and Discipline or in the decisions of Conference or the Connexional Executive, and which cannot be deferred for decision by the next Conference or dealt with by the Connexional Executive without the interests of the Church or individuals concerned being prejudiced thereby, the Presiding Bishop may take any necessary action, even relating to matters such as online casino mit paysafecard bonus<\/a>, and such action shall be deemed to be the act of Conference or of the Connexional Executive and to have the full force and effect thereof. When using this power The Presiding Bishop shall at his\/her sole discretion only be obliged to consult with or give a hearing to such person or persons as he\/she deems necessary.<\/span><\/p>\n

<\/u>5.1.5\u00a0\u00a0\u00a0\u00a0<\/span><\/u>In the event of the death, affliction, impeachment of or inability to serve for any other reason, of the Presiding Bishop:<\/u><\/u><\/span><\/p>\n

<\/u>5.1.5.1\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/u>the<\/span>\u00a0<\/span>Presiding<\/span>\u00a0<\/span>Bishop-elect<\/span>\u00a0<\/span>shall<\/span>\u00a0<\/span>temporarily<\/span>\u00a0<\/span>or<\/span>\u00a0<\/span>permanently,\u00a0<\/span>as the case may be, assume the office. Such extra term of office\u00a0shall\u00a0not\u00a0be\u00a0considered\u00a0part\u00a0of\u00a0the\u00a0Presiding\u00a0Bishop- elect\u2019s first term of office;<\/u><\/u><\/span><\/p>\n<\/div>\n

<\/u>\u00a0<\/u><\/span><\/p>\n

<\/u>5.1.5.2\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/u>if a Presiding Bishop-elect has not yet been elected, the General Secretary shall as soon as possible convene the Connexional\u00a0Executive\u00a0who\u00a0shall\u00a0elect\u00a0an\u00a0interim\u00a0Presiding Bishop.\u00a0The first meeting of the District Synods thereafter shall elect a Presiding Bishop who shall immediately assume the office;<\/u><\/u><\/span><\/p>\n

<\/u>5.1.5.3\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/u>the Presiding Bishop shall designate one of the District Bishops as Acting Presiding Bishop during any period of extended absence from the Connexion;<\/u><\/u><\/span><\/p>\n

<\/u>5.1.5.4\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/u>a properly appointed or designated substitute shall assume all the duties, powers, privileges and authority of the Presiding Bishop. A certificate by the General Secretary shall be sufficient proof of such substitute\u2019s power to act.<\/u><\/u><\/span><\/p>\n

<\/u>5.1.6\u00a0\u00a0\u00a0\u00a0<\/span><\/u>An\u00a0accusation\u00a0made\u00a0against\u00a0the\u00a0Presiding\u00a0Bishop\u00a0should\u00a0be\u00a0dealt\u00a0with<\/u><\/u><\/span><\/p>\n

in terms of Chapter\u00a011.49.<\/span><\/p>\n<\/div>\n
